Paul Donisthorpe, Partner

Paul Donisthorpe joins Spectrum following seven years with Neff & Ricci, LLP, one of the
largest, locally-owned accounting and consulting firms in New Mexico.  As a senior
manager with the firm, Paul was involved with audit engagements of large governmental
clients as well as for-profit and not-for-profit clients.  Paul also provided consulting,
litigation support and other services to clients including feasibility studies, debt
restructuring and re-structuring, business planning, business valuations, compilations of
financial statements, reviewed financial statements and tax services.

Prior to joining Neff in 1993, Paul operated his own consulting firm primarily limited to
structuring financings and refinancings of New Mexico governmental entities and private
sector clients.  In this capacity, Paul conducted research and prepared disclosure
documents including preliminary and official statements for municipal financings and
private placement memoranda for limited offering private placements.  As an “issuer’s
sales representative” licensed with the State of New Mexico Securities Division, Paul is
active in the placement of municipal securities with institutional buyers for several New
Mexico governmental entities.

Paul began his investment-banking career in 1989 with Hanifen-Imhoff Inc., a Denver,
Colorado-based investment bank.  His responsibilities included assisting governmental
entities with capital needs through financial advisory services and underwriting of
municipal debt.  Paul also coordinated lobbying efforts on various legislative initiatives
concerning New Mexico public finance statutes including working with attorneys in
drafting bills and testifying before legislative committees.  Paul worked closely with late
Senator Eddie Lopez in the legislation that resulted in the creation of the New Mexico
Finance Authority.

A Certified Public Accountant since 1985, Paul began his accounting career with the
Farmington office of Rogoff, Diamond and Walker specializing in estate and fiduciary
taxation, business valuations and pro forma projections.  Paul began his business
career in 1977 with the Citizens Bank of Farmington, New Mexico where, as vice-
president and senior trust officer, he was responsible for the trust and investment of the
$125 million commercial bank, managing investment portfolios for trust department
clients as well as the commercial bank’s portfolio of municipal bonds and government
securities.

A New Mexico native, Paul received his BS degree in management from Purdue
University in 1977 and is a 1980 graduate of the American Bankers Association National
Graduate Trust School at Northwestern University.
